You would think that training each group of security personnel to specialize in a different field of security control is the most effective way to counter security threats; well, Shlomo Aharonishky, Israel’s former police general, argues differently. “It is like a puzzle, if you do not look at the overall picture of the situation, you cannot put the pieces together” said Aharonishky. It is essential to integrate the different security forces together, not to deal with the problem piece by piece, but as whole-just like puzzle. It is a fourfold approach in looking at security threats: defining the security problem, finding the tools to combat the threat, drawing the boundaries of when to use the force of action, and creating a tactic of operation. Simultaneously, a four mode operation should always be in effect.
