Energy companies supply one of the basic goods that allows for the development of a modern society. Thus, they are indispensable on the individual, community and national levels. The chain of energy supply involves the generation, transportation and distribution of energy from the generation plant to the client. It is a complex process that includes numerous agents and sometimes even crosses continents. Ultimately, a country's government is responsible for protecting its energy sources and guaranteeing their supply to the population over the long run.
For this reason, and because of the grave consequences that a possible impact - whether deliberate or a consequence of negligence – would have on the material, human, environmental, economic and psychological levels, safeguarding high-risk facilities is a public and national security issue. The best example of this importance is nuclear power plants used to generate electricity. The security management systems of high-risk facilities must be based on five fundamental points: * A preventative intelligence infrastructure Preventative intelligence and a special focus on personnel trustworthiness are present in high-risk facility security management plans. Both fixed employees and temporary subcontractors should be assessed during screening for hiring and throughout their employment. The implementation of a security management plan should include the continual revision of routine and emergency protocols.
