AIR AND SEA PORTS SECURITY MANAGEMENT - PSOS


Airports and seaports are vital national infrastructures, and as such, their security management has been of critical importance throughout history.  Both environments are highly diversified economic and civil operations, where countless procedures are controlled by different authorities, and with a high volume of traffic and activity.

The catastrophic human, psychological, economic and media impacts that an attack on an airport or seaport would have, combined with the complexity of the operations carried out at these sites, are their two main vulnerabilities.  The foremost threats facing airports and seaports are terrorist attacks, smuggling, theft and other criminal activities.


In order to successfully deal with these threats, airport and seaport security management systems must be based on five fundamental points:

* A preventative intelligence infrastructure
* Advanced technological means
* Security procedures
* Professionally trained personnel
* Inspections, supervisions and exercises/simulations

Throughout all these points, it is the human factor which marks the difference between the success or failure of the security system.

In critical moments, it is the human factor which prevents potential situations, or if an event manifests, should be sufficiently trained to respond rapidly and efficiently, thus minimizing the consequences of the event.  The most advanced technological means cannot substitute the human factor and its decision-making efficiency in critical moments.

Security management plans and protocols should be revised, corrected and updated periodically in accordance with risk analyses, and conclusions drawn from simulations and real events. Once revised and updated, these plans should be implemented in the field.
